Family involvement is not the test
An introduction, discussion or family preference does not by itself establish whether a marriage is arranged or forced. Ask whether each adult can safely refuse and change their mind.
Not enough information
Where the facts do not show free consent or coercion, the accurate answer may be not enough information. Culture, religion, ethnicity and country are not consent evidence.
Children in England and Wales
The adult arranged-versus-forced distinction does not apply in the same way to children. Conduct intended to cause a person under 18 to marry is criminal even without coercion.
Safer action
If there is concern, do not investigate or approach family. Seek safeguarding and specialist advice.
